Why are the Photo Library Permissions not showing up in my phone's settings? (iOS)

Please ensure you have not restricted changes to the Photos permissions. To verify, go to:

Settings > ScreenTime > Content and Privacy Restrictions > Photos then set to "Allow Changes".
