By default, the Cover Photo of the Circle is the most recently uploaded photo to the Circle. If you are a Moderator/Creator of the Circle, you can pin a photo as the Cover Photo by tapping the option button in the top right corner when viewing the photo and selecting "Set Cover Photo"
